227 Pro-Housing Organizations Thank Congress for the Housing Bill

WASHINGTON, D.C. –– Today, a coalition of 227 pro-housing organizations led in part by Inclusive Abundance Action sent a letter to U.S. House and Senate leadership thanking them for passing the 21st Century ROAD to Housing Act, the most significant federal housing legislation in 30 years. The bill now heads to the President’s desk. 

These signatories – a collection of YIMBY and abundance advocates, housing experts, and industry groups – have repeatedly come together to press Congress for a stronger bill. In the letter, they praised leaders on both sides of the aisle for delivering a compromise package that does what matters most: get more homes built and bring down costs.

Dear Speaker Johnson, Leader Jeffries, Leader Thune, Leader Schumer, Chairman Scott, Ranking Member Warren, Chairman Hill, and Ranking Member Waters:

Thank you. 

America’s housing shortage has pushed costs beyond the reach of millions of families, and for decades the federal response fell short of the problem. With passage of the 21st Century ROAD to Housing Act, you have delivered the most significant federal housing legislation in over 30 years, and it will ensure more homes are built and prices come down. 

This is the bill the pro-housing community hoped for and fought for. It is the best initial federal action we could have asked for to maximize housing supply. Among the bill’s provisions we are proud to support:

  • It exempts infill housing from duplicative environmental review, clearing a path to build in the neighborhoods that need homes most.
  • It removes the chassis requirement from manufactured housing, one of the most direct ways to expand the supply of affordable homes.
  • It preserves new housing supply for renters while also creating new homes for homebuyers.
  • It provides technical assistance for communities seeking to reform their zoning and land use regulations to make housing more affordable.
  • It includes the Build Now Act and Innovation Fund, which reward communities that allow more homes and put federal spending on the side of pro-housing policy.
  • It authorizes resources for the preservation of our existing housing stock, funding repairs for low-income homeowners and small landlords so livable homes aren't lost to blight and decay.
  • It strengthens rental assistance and public housing, alongside dozens of other program reforms.
  • It raises the cap on banks' public welfare investments, unlocking billions in additional private capital for affordable housing through tools like the Low-Income Housing Tax Credit. 

This is just a sample of provisions from the broader package that will mean more homes, lower costs, and more families able to afford a place to live. As it heads to the President’s desk, we thank you for seeing it through. In a political moment when too little gets done, you showed that two parties and two chambers can work through hard differences and produce policy that improves people’s lives. We owe particular thanks to Chairman Tim Scott, Ranking Member Elizabeth Warren, Chairman French Hill, and Ranking Member Maxine Waters, whose early, bipartisan work started the conversations that brought us here. The country is better off for their leadership.

This is not the end of the work to solve America’s housing crisis. As state legislatures have learned, clearing the barriers that hold housing supply back will take Congress returning to the table again and again. There is more to do, and we look forward to doing it with you. But you have shown that progress is possible, and we stand ready to build on it.
